1. Effective Date & Scope of Application

This Refund Policy shall take effect upon publication and apply to all users who purchase trademark registration, patent application, copyright registration and other intellectual property form services through this website. It clearly defines the refund conditions, procedures, rights and obligations between users and the website.

By placing orders and completing PayPal payment on this website, users shall be deemed to have read, understood and fully agreed to all terms of this Refund Policy. All refund matters shall be governed hereby, unless otherwise stipulated in a written agreement between both parties.

This Policy complies with consumer protection laws and regulations of target jurisdictions, including but not limited to the EU Consumer Rights Directive (2011/83/EU) and the U.S. Federal Trade Commission Act. It takes into account the particularity of intellectual property services to protect the legitimate rights and interests of both parties.

2. Eligible Refund Circumstances

Considering the irreversible nature of intellectual property services such as official form submission and authority review, refunds are only available under the following circumstances. All refund requests will be reviewed and processed by the website based on actual conditions:

  • Incorrect order with uninitiated service: If a user submits a wrong service order due to operational errors (e.g., incorrect service type or selected country/region), and contacts us within 24 hours after payment while the service has not been initiated (no form submission or official review), a full refund may be granted after deducting applicable PayPal transaction fees.
  • Service failure caused by our side: If we are unable to initiate services or submit application forms as agreed due to system failure, staff negligence or other attributable reasons, users may apply for a full refund covering all paid amounts, including PayPal transaction fees.
  • Unsuccessful official review under agreed terms: Where an application is rejected by relevant authorities due to our failure to exercise reasonable care (e.g., insufficient trademark similarity search or incorrect document submission), and the order explicitly states a refund clause for application rejection, users may apply for a full or partial refund in accordance with order terms. No refund will be granted if rejection results from incomplete, false or non-compliant materials provided by users, or inherent defects of trademarks and patents such as prohibited specifications.
  • Service termination due to force majeure: If service performance is suspended or terminated due to force majeure events including natural disasters, war, sudden policy changes and other uncontrollable factors, we will refund the fees for uncompleted services proportionally upon mutual negotiation.
  • Duplicate payment: Users who make duplicate payments for a single order due to operational errors may apply for a refund of the extra amount by providing valid PayPal payment receipts for our verification and processing.

3. Non-Refundable Circumstances

No refund will be granted under the following conditions:

  • Service already initiated and in progress: Once we have started service procedures including form submission, official review and application document drafting, no refund shall be offered regardless of the final service outcome caused by non-attributable factors.
  • Voluntary service abandonment by users: No refund for users who actively cancel or abandon ordered services due to personal demand changes, capital issues or other personal reasons after service initiation.
  • Application rejection not caused by us: No refund if the application is rejected due to false, incomplete or non-compliant user materials, or prior right conflicts and inherent unregistrable defects of intellectual property assets.
  • Insufficient user cooperation: No refund if service progress is delayed or failed due to users’ failure to provide required documents or cooperate with review procedures in a timely manner.
  • PayPal transaction fees: PayPal handling fees shall be borne by users and are non-refundable, except for refunds caused by our errors.
  • Completed services: No refund for fully completed services with official certificates or authorization issued by competent authorities.
  • Fraudulent orders and malicious requests: We reserve the right to refuse refunds and pursue legal liabilities for false orders, malicious refund applications and any fraudulent conducts.

4. Refund Application Procedure

Eligible applicants shall follow the procedures below to submit refund requests:

  1. Submit Application: Users shall submit a refund request via email: sevice@ipuvchina.com within 7 working days upon discovering eligible circumstances, and provide relevant information including order number, PayPal payment proof, refund reason and supporting documents such as official rejection notices and duplicate payment screenshots.
  2. Review & Confirmation: We will verify application materials and service progress within 5 working days, and notify users of the review result via registered email or contact information.
  3. Refund Processing: After approval, refunds will be issued via the original PayPal payment channel within 3 working days. Payments made via PayPal balance will be credited instantly; card payments are subject to PayPal and bank processing time, normally 3 to 7 working days.
  4. Rejected Application: Ineligible refund requests will be rejected with clear reasons. Users may supplement supporting documents and reapply within 3 working days after receiving rejection notice.

5. Refund Amount & Payment Instructions

  • Refund Calculation: Full refunds including PayPal fees will be issued for issues attributable to us. For user-initiated eligible refunds, PayPal transaction fees will be deducted. Partial refunds will be calculated based on unfinished service proportion or agreed order terms.
  • Refund Method: All refunds will be returned to the original PayPal account. No alternative payment channels are provided. Users shall timely inform us of account changes if their PayPal account is suspended or closed, and we shall not be responsible for refund failure caused by delayed notification.
  • Abandonment of Rights: Failure to submit a refund application within the specified time limit shall be deemed as voluntary waiver of refund rights, and no subsequent application will be accepted.

6. Dispute Resolution

Any disputes arising from refund matters shall be resolved through friendly negotiation first. If negotiation fails, either party may file a lawsuit with the competent court where the website is located or submit the dispute to a mutually agreed arbitration institution.

In the event of PayPal disputes or chargebacks, users must provide authentic and valid evidence. We reserve the right to cancel refunds, claim compensation and take legal action against malicious chargeback abuses.
